Eligibility and application forms

The Isle of Man is currently operating at Border Level 2.5 meaning that travel to the Isle of Man is still restricted to certain groups (listed below), and there are restrictions on arrival.

To check if you meet the criteria in these groups, and to apply to travel, please choose the section relevant to your situation:

an Isle of Man resident / student

a compassionate visitor

I am an Isle of Man resident/student

Residents or students do not need to register to leave the Island - anyone is free to leave at any time. However in order to return, you must complete a resident registration form and complete a landing form within the 48 hours before your arrival on the Island.

Please note:

  • All persons over the age of 16 years must register separately
  • Once registered, you will receive a Manx Entry Certificate, with a unique Resident Registration (RR) Number.  This reference number should be quoted each time you intend to travel. Your details are also recorded on the Isle of Man Government travel database
  • You must complete a Landing Form within the 48 hours prior to arrival. Failure to do so would result in you committing an offence under the Entry Restriction Regulations which carries a maximum penalty of 3 months, custody and a fine not exceeding £40,000. If you have registered previously, you will already have a Resident Registration (RR) number. This number should be used to complete a Landing Form every time you travel 

I am a non-resident visiting the Isle of Man for compassionate reasons/as immediate family or partner of an Isle of Man resident

Exemptions can be provided for non-residents to travel to the Island on compassionate grounds as follows:

  • To attend a funeral of an immediate family member;
  • To undertake the process of resolving the estate of a recently deceased immediate family member;
  • To travel with the remains of a deceased family member where a post mortem is to be, or has been carried out in the United Kingdom;
  • To care for a frail, bereaved or otherwise vulnerable immediate family member;
  • To allow a frail, bereaved or otherwise vulnerable person to travel to the Island to be cared for by a resident family member;
  • Where a person can demonstrate that they have strong existing ties to the Isle of Man, and need to return to the Island for compelling personal health, safety or financial reasons;
  • Where immediate family members wish to travel with or to join a person exempted for entry into the Isle of Man
  • Where the applicant is the immediate family of an Isle of Man resident,

The following will be considered to be immediate family:

  • a spouse, or partner
  • father
  • mother
  • stepfather
  • stepmother
  • son
  • daughter
  • stepson
  • stepdaughter
  • grandmother
  • grandfather
  • grandson
  • granddaughter
  • sister
  • brother
  • the spouse or partner of any of the above

Please note:

Entry into the hospital or another care setting, or into the residence of another resident must be detailed on the application, and considered separately with advice taken from Manx Care and Public Health. Permission cannot be guaranteed.

    • All travellers will receive an Exemption Entry Certificate, with a unique Compassionate Exemption (C-UK) Reference Number confirming entry to travel to the Isle of Man.  Your details are also recorded on the Isle of Man Government travel database.
    • Travellers will then use this unique Compassionate Exemption (C-UK) Reference Number as part of the Landing Form Application process which needs to be completed with 48 hours of arrival.
    • You must complete a Landing Form within the 48 hours prior to arrival. Failure to do so would result in you committing an offence under the Entry Restriction Regulations which carries a maximum penalty of 3 months, custody and a fine not exceeding £40,000

I am a non-resident (Island property owners or those travelling to live or work in the Isle of Man)

If you are moving to live or work on the Isle of Man, you must be able to provide evidence that you have entered into a legally-binding contract:

  • to establish a business; or
  • take up employment; or
  • purchase a property; or
  • sign a tenancy agreement

You will be asked to provide evidence of this as part of the application process. Any lease or contract of employment must be for at least 3 months.

Please note, contracts supplied by friends or family will not be approved.

Contractual Exemption Application Form

    • All travellers will receive an Exemption Entry Certificate, with a unique a Non-resident Contractual Entry Request (C-CON) Reference Number confirming entry to travel to the Isle of Man. Your details are also recorded on the Isle of Man Government travel database.
    • Travellers will then use this unique Non-resident Contractual Entry Request (C-CON) number as part of the Landing Form Application processwhich needs to be completed with 48 hours of arrival.
    • You MUST COMPLETE a Landing Form within the 48 hours prior to arrival. Failure to do so would result in you committing an offence under the Entry Restriction Regulations which carries a maximum penalty of 3 months, custody and a fine not exceeding £40,000

For Off Island Keyworkers

If you need to bring in a contractor from elsewhere, please contact exemptions.IOMG@gov.im or call +44 1624 687171, press option 2 to discuss the process. We recommend that applications are submitted between 1-3 weeks before the date of travel to ensure you receive the certificate on time.

Please be advised that submitting an application does not automatically grant approval to travel to the Isle of Man.
